Darryl Jones has spent a lifetime creating an amazing footprint on American Jazz and Rock and Roll history, playing with the likes of Miles Davis, Sting, Peter Gabriel, Bruce Springsteen, Herbie Handcock, Eric Clapton, Charles Earland, Joan Armatrading , Philip Bailey, and Madonna, As an actor he has appeared in three films, "Bring on the Night" with Sting, "The Father Clements Story" with Laurence Fishburne and Louis Gossett, Jr. and "Village Of The Damned" with Christopher Reeve. Darryl also composed the original soundtrack for the film, "Love Jones." <br />

Recently he was in Shreveport recording his solo project at the new Blade Studios. Filming Louisiana was able to catch up with him, while owner of Blade Studios, Brady Blade was laying down the drum tracks on what will be a highly acclaimed album.<br />
<br />
<b>So what brings you to Shreveport?</b><br />
<br />
The fabulous, incredible Blade Studios. Brady has been a friend for a long time now and hes been telling me about the studio. I mentioned to him I was recording some music, and he said, :Well come on down. Of course having him on drums is just incredible. And the studio is amazing, with every amenity, every technological wonder that musicians know and love. And I am told there are a large number of great musicians, locally like a gentleman, Dave Moore played some incredible harmonica for us. Of course I should have known, being so close to New Orleans and the whole music scene.<br />
<br />
<b>What are you recording now in Blade Studio?</b><br />
<br />
This is music that I have been working on writing and have been putting together for the last 10 years or so. I'm not done a record of my own, and so this is my freshman attempt. I grew up in a two radio household, my father was listening to early Miles, Oscar Peterson, Count Basey was one of his favorite. And my mom was listening to James Brown, Sly Stone Benton and Curtis Mayfield. So this dispersed music for my first record is really very much a product my childhood. There are definite jazz influences , but my music is definitely influenced James Brown, Curtis Mayfield, Sly Stone, and Jimi Hendrix. When I first started to play, some of the music I was taught to play on bass, was Led Zeppelin, the Stones, and the Staple singers. So really it is an amountisation of a lot of that stuff; an influenced of all of those things.<br />
<br />
<b>How did you get your start? Did you go out and buy a bass? </b><br />
<br />
My dad was a drummer, never professionally, but he played in high school, and he played in the service a little bit in jazz bands. So for years of him not really playing drums in the house, but using practice pad and just warm up his hands , I became interested. When I was seven or so, he started teaching me how to hold drum sticks and basically taught me how to read music. And then a couple of years later I saw a neighborhood friend, who lived a couple of doors down play in a talent show.. I remember I didnt even know, they were very secretive about it, and no one even knew that they even had a band. It was the guy who lived down the street from me, and the guys from my play leaders who were a little bit older than me, and at the end of this talent show, and the curtain opens and is this band, I know all of the guys that were playing. I had no idea that they were musicians. But the guy who was closest to me, Angus Thomas, was playing a guitar. I didn't even know it was a bass guitar. And it hit me like a shot. I decided and I am sure in that moment, that's what I wanted to do.<br />
<br />
<b>Was it a “if he can do it, I can do it moment?</b><br />
<br />
Not so much that, but it was the response of the crowd. And I just thought to myself when I saw him doing it, that's it. That's what I want to do. The next time I saw him, I asked him to teach me to play. And he said “do you want to play the lead guitar, or the bass guitar? And I asked, “Well, what do you play?” And he said. Well I play the bass. And I said, then that's what I want to play as well. And that's how I became a bass player”<br />
<br />
<b>So how did your audition come about for the Stones? Did you have to go through a regular audition?</b><br />
<br />
Two of the guys who got me interested in playing rock and roll are Charley Drayton and Steve Jordan, and they were both musicians for Keith Richards solo band project, the X-Pensive Winos. About six years before the Stones things happened, I met Keith Richards,. I was really taken by that record, Talk is Cheap, because it was rock and roll, but it was modern rock and roll, and funky, so it kind of changed my mind, because up until that point, I was kind of known as more of an electric jazz musician. I played with Miles, and a band called , Steps A Head, as well as those kinds of bands like Herbie Hancock, more known as an electric jazz band. At that time I just remember mentioning to those guys with Keith, I would love to play bass if anything opens up. A friend of all of ours, Jerome Smith, got that gig playing bass with the X-Pensive WinosWhinos. I remember thinking, well that's great, I've have a few really big breaks and was glad for Jerome .A few years later , someone called me on the phone, and said Bill Wyman is leaving the Stones. I didn't say anything and he said, Should I get Mick's management's number for you?. I said, well yes I think you should. He did so and I called and I said I heard there might be some auditions and if there is, I would love to get on the list. A number of months passed and I got a call from him.<br />
<br />
<b>When did you meet the Blade Brothers? How did that come about? I can see you would run in the same circles. </b><br />
<b><br /></b>
I think I met Brady first. I was on tour with the Stones a couple of tours ago and in in Sweden. He called me up and said I live here, lets go out and have some lunch and talk, and we did. And that's when I got to know him, and really just liked him as a person. Brady said, when I get ready to do something, I'm going to give you a call. And there's an artist he produced over there, and he produced a couple of record with her, Bridgette Demeyer she as going to work on a record, and I was in LA, she was recording in Los Angeles, and he said why don't you come up and work on this record? And that when we first worked together, 5 years ago. Brian I met I probably met in the jazz circles somewhere but I didn't play with Brian until a gig in Berlin about 5 years ago. One of the sax players, Tim Ries, who plays with the Stones has done a record of Stones songs but with Jazz arrangements called, The Rolling Stones Project, went on to do a world wide project as well with a much wider array of musicianss, such as Milton Nascimento and Eddie Palmieri We were doing gigs between Stones gigs and Brian came out and played in Berlin. And that's the only time I have played with Brian. Hes a fabulous musician, both he and Brady are, in their own way. Both are incredible.<br />
<br />
<b>During these interviews, I'm sure you are asked a lot of the same questions. What question would you like to be asked that no one has ever asked you before?</b><br />
<b><br /></b>
You know its funny because, I cant think of anything like that off the top of my head except That is really a good question! One thing I will say this, something that is a little bit disturbing to me, is questions where I feel like I have to defend the Rolling Stones. Why would anyone have to defend the Rolling Stones? I was in Japan they asked me what do you think about Charlie Watts trying to play hip hop on Bridges to Babylon and I thought that's really not a great question when you really look at the history of hip hop music , coming from James Brown or drummers like Al Jackson on Love and Happiness, Take Me To the River, by Al Green.<br />
<br />
<b>What do you consider your shining moment?</b><br />
<b><br /></b>
If I had to choose one thing, I would have to say playing with Miles Davis, that would be it. Because not that playing with the Stones, Herbie Hancock or Madonna weren't really incredible moments, its just playing with Miles, both prepared me for the other jobs and also having Miles Davis name on your resume. Is an incredible calling card. I'm told that when I went in to audition for the Stones, at the first audition, Keith asked one of the guys that works for them, Who are we having in today on bass? And he said Daryll Jones. What a minute I know Darryl Jones from Charlie and Steven's friend, Darryl Jones. Well I know him but who has he played with? Hes played with Miles Davis. Apparently Keith said, Well I guess we should have a listen then! So even for a person like Keith Richards, its impressive enough to garnish some kind of respect. Yes, I would saying playing with Miles Davis.<br />
<br />
<b>What is your favorite song and why?</b><br />
<b><br /></b>
I always like playing any ballad with Miles, there was a tune called and its funny that you mentioned that, because it the same reason I love playing Midnight Rambler with the Stones, because its a little bit unscripted. You have to listen to whats being played. You have to listen to a certain groove and Miles would play a particular melody and then it would lead us to a change, so it really meant you had to be paying attention and listening. And he would play the song so beautifully and the same thing is true with midnight rambler, its one of those songs that is unscripted. When Keith plays this one lick, we go into this change, and Mick sings this and then we go there. Its really an improvisation on stage, so everyone is forced to listen in a more deep way and that in itself creates a certain atmosphere on stage. So, Midnight Rambler with the Stones. And with Miles its the song about John McLaughlin's former wife, Nadia...<br />

<b>Is there an artist you haven't played with you would like to share a stage with?</b><br />
<b><br /></b>
I really feel like the most exciting thing for me right now is what I am working on, to be preparing to put my own band on stage and to lead that band, that's whats the most exciting right now. Obviously there are millions of musicians I haven't played with that I would love to play with, but in terms of a band? I'm exciting about getting my band up and out.<br />
<br />
<b>What else is on your musical bucket list? Or even acting?</b><br />
<br />
I am very much interested in being involved in acting again, Its been a number of years since I have acted, I am very much into those character actors that get lost in the parts, they are not in the movie for the whole movie, they are there only for a couple of scenes. You think to yourself who was that? I remember watching Paul Sorvino or watching Henry Kissinger in Oliver Stones movie, Nixon, and I watched half the movie before I realized that was Paul Servino playing Playing Henry Kissinger, I love that kind of acting and those kinds of roles.<br />
<br />
<b>Well you know Louisiana is the place now to be now, we are filming everything, like True Blood, Treme, as well as top box office movies.</b><br />
<br />
I wanted to be a part of Treme so much! I wanted it to be in a part of Chicago. And also I am interested .and have been talking to and interested in building guitars. I've had a signature model with a guitar company and we have now moved and we are looking for a new builder and manufacturer, but that's something I am interested in doing as well.<br />
<br />
<b>Will you be playing locally? I know there was a gig that was recently canceled? That would have been exciting times for Shreveport</b><br />
<b><br /></b>
You know we are going to do it, its not canceled its postponed So we are going to be back down here, I mean this studio I cant say enough about it. And also Shreveport looks like its a swinging town, and there's clubs opened all night, so yes we will be back here.<br />

They certainly are stars now — the subjects of the biggest reality show hit in the history of cable television, “Duck Dynasty,” which has shattered ratings records this summer, reaching a high of 11.8 million viewers for the season premiere this month. </div>

But in the more contained world of ducks, guns and camouflage gear, the Robertsons were already celebrities thanks to the family’s core business: sales of duck gear, especially duck calls. </div>

Now the range of merchandise attached to the Robertson name is so vast — shirts, caps, coolers, books, edibles, hunting gear of every kind — that keeping track of it has become almost impossible, said Willie Robertson, scion of the Robertson clan and president of the Duck Commander company. </div>

Last week, he was at the corporate headquarters of Walmart and was surprised to see his face on a garden gnome. “I knew I had a Chia Pet and a bobblehead and an action figure,” Mr. Robertson said by phone. “I didn’t know I had a garden gnome. That’s awesome. I guess Pez dispenser is the last weird thing I have to see myself on.” </div>

Chances are that pitch will come shortly. “Every day I get pitched on this, pitched on that,” Mr. Robertson said. “It’s like you’re living in a movie.” </div>
<div itemprop="articleBody">
That movie is mostly a creation of Mr. Robertson and his family, a conscious dive into the entertainment world that has lifted a regional business into an international phenomenon. The show is seen in more than 100 countries, drawing strong ratings on networks from England to Latin America. </div>

The show does well across this country, though as might be expected, it fares best in the South, with Atlanta, Knoxville, Tenn., Charlotte, N.C., and Birmingham, Ala., among the top locations in ratings. </div>

“I thought we were booming before,” Mr. Robertson said. “Booming is a relative term.” </div>
<div itemprop="articleBody">
The family-owned business has private sales figures, but Mr. Robertson offered some indications of the level of growth. “I’ve seen figures of 2,200 percent growth,” he said. </div>
<div itemprop="articleBody">
“You couldn’t chart it as far as where we have had business growth. It’s bursting at every level, every store.” </div>
<div itemprop="articleBody">
Sales of duck calls to actual hunters are now a minority, he said, with the dominant buyers being people who “put it on their desk and toot on it.” </div>
<div itemprop="articleBody">
Sarah McKinney, a spokeswoman for Walmart, said the company’s stores across the country stocked “Duck Dynasty” merchandise in six separate departments. </div>
<div itemprop="articleBody">
T-shirts featuring “Duck Dynasty” characters are now the top sellers, Ms. McKinney said, among women and girls as well as men. And sales of “Duck” back-to-school material have soared this year, she said. </div>

“Duck Dynasty” began on the A&E network after some members of the family appeared for three seasons on an Outdoor Channel show tailored more specifically to actual duck hunting. David McKillop, the general manager of A&E, said the network viewed a tape and realized the potential for his channel was in the family interaction. </div>

After what he called “a vision meeting” with Mr. Robertson, A&E commissioned two pilots. The second ended with a scene of the family gathered around the dinner table. </div>

That clicked. A&E saw an overarching theme: “A cross between ‘The Beverly Hillbillies’ and ‘The Waltons.’ ” A family dinner would cap each episode, Mr. McKillop said. “It would be like, ‘Goodnight, John-Boy.’ ” </div>

Willie Robertson is not reticent about his own role in building what is now an imposing duck-centric empire. The family business was started by his father, Phil, a Louisiana football standout who translated an obsession with hunting ducks into the now enormous duck-call business. </div>

Willie Robertson credits some of his business acumen to experience he gained in his 20s after he left the family company to run a children’s camp business. </div>
<div itemprop="articleBody">
“I was able to watch the family business from afar,” he said. “I was able to come in with a lot of energy and a vision for growing it even bigger.” </div>
<div itemprop="articleBody">
When Mr. Robertson returned to Duck Commander, he realized his father had created a strong brand, but “he had pretty much run out of ideas,” Mr. Robertson said. </div>
<div itemprop="articleBody">
“He didn’t know how to take it to the next level, and it might have started a downward slide, like a lot of family businesses do.” </div>
<div itemprop="articleBody">
Mr. Robertson had a personal interest in entertainment, especially comedy. He was a fan of “Saturday Night Live.” He watched “American Idol” to determine what it was that attracted huge audiences. </div>

He saw the large Robertson brood as a family of characters. The first show on the Outdoor Channel (called “Duck Commander”) was focused heavily on hunting, but Willie Robertson steered it toward purer entertainment. </div>

“I heard you should edit for women and children,” he said. </div>
<div itemprop="articleBody">
The concept for the new show would center on “family and funny,” he said. “I’m sure if you just saw headshots of us you wouldn’t deduct that was going to come out of that.” </div>

But he had to overcome one area of opposition. Phil Robertson, the patriarch, did not want to do the show. “He said, ‘I’m already as famous as I want to be.’ I explained to him: ‘Phil, this can expand your platform to talk about the things you like to talk about.’ ” </div>

Those things, for the most part, are faith-based. Phil Robertson is increasingly dedicated to preaching, something he has mentioned he would prefer to be doing with most of his time. (Last week, a YouTube video posted in 2010 went viral, showing him denouncing abortion rights during a guest speaking appearance.) </div>

“We’re believers in the Lord,” Willie Robertson said. “We think he set this all up for us.” </div>

But A&E is not looking for a religious show. “The show is not about their beliefs,” Mr. McKillop said, with emphasis. </div>

Mr. Robertson generally agrees. He says he has had to remind his father that he is not “Pat Robertson — and this is not the ‘700 Club.’ It’s a comedy show.” </div>

Mr. Robertson added, “If you find something attractive about our family, how we stay together and eat dinner together and laugh and have fun, you may want to keep some of these principles in mind. We’re Christians, that’s part of the package. But if that doesn’t turn you on, fine. If you just want to laugh at it, that’s O.K.” </div>

Given the potent appeal of “Duck Dynasty,” the prospect for many more seasons — and merchandise sales — seems promising. </div>

Adam Hanft, a brand strategist, suggested the Robertsons have some important decisions to make. “Do they want to be a trend or a long-term brand?” </div>
<div itemprop="articleBody">
The latter requires “strategic thinking,” he said. “You’ve got to learn to say no when everyone wants more of you.” </div>

A&E certainly wants more “Duck Dynasty” — fast. The network has managed to churn out four seasons of the show in just 18 months. Mr. McKillop said, “We’re in a great place with them for multiple more seasons.” </div>

Mr. Robertson said: “At first the money was a big factor. We all love making money. But at some point I don’t know how much you need. The cool part is that unlike other entertainment genres, we’re always in this together as a family.” </div>

Vancouver is a favorite shooting location for many film and TV studios, and Canada has been home to the productions of many of Twentieth Century Fox’s <em>X-Men</em> movies, including the upcoming <a href="http://screenrant.com/tag/x-men-days-of-future-past/"><em>X-Men: Days of Future Past</em></a>.<em> Chronicle</em> director Josh Trank’s reboot of Fox-owned Marvel property <a href="http://screenrant.com/tag/fantastic-four/"><em><strong>The Fantastic Four</strong></em></a> was all set to head north to Vancouver for the shoot, but the studio has now been tempted away by the state of Louisiana.<br />
Plenty of factors go into the decision of where to shoot a movie, the most obvious one being the look and feel of the locations, but an equally pressing matter being one of budgeting. Luckily, there’s also a lot of incentive for local governments to offer tax breaks that will draw major productions in, as a big film shoot not only provides work for local crew, but also gives a general boost to the state’s economy, and later down the line can draw tourists to the filming locations.<span id="more-341315"></span><br />

<em><a href="http://www.thewrap.com/movies/article/fantastic-four-reboot-moving-production-vancouver-louisiana-exclusive-105601" target="_blank">The Wrap</a></em> reports that Louisiana’s film production incentive program, which was nearly killed off in a bill that was stopped by the state’s lawmakers, has succeeded in drawing in <em>The Fantastic Four</em> in. Shooting schedules haven’t been officially confirmed yet, but the film is expected to begin production in September, and hopefully this means we’ll soon hear confirmations about the new cast members who will be playing the superhero team.<br />
<em>Girls</em> star Allison Williams was <a href="http://screenrant.com/girls-allison-williams-rosaline-fantastic-four-reboot-2014/">in talks to play Sue Storm</a> earlier this year, and<a href="http://screenrant.com/tag/fruitvale-station/"><em> Fruitvale Station</em></a> lead Michael B. Jordan’s name has been floated as <a href="http://screenrant.com/fantastic-four-human-torch-cast-michael-jordan-2015/">a possibility for Johnny Storm</a> (you may remember that this sparked a little bit of debate), but nothing seems to be set in stone just yet.<br />
Marvel fans in Vancouver who were hoping to catch a glimpse of the rebooted superhero team will no doubt be a little disappointed at hearing this news, but until specific locations are revealed, it’ll be difficult to judge whether the move will be beneficial to<em> The Fantastic Four</em> aesthetically.<br />

At face value, the tax credits offered in Vancouver are actually more or less on par with those offered by the state of Louisiana. According to <a href="http://www.bcfilmcommission.com/production/tax_incentives/articles/53.php" target="_blank">CreativeBC</a>, productions shot in British Columbia receive a 33% tax credit for expenditures in local labor, with a 17.5% tax credit offered to studios who use British Columbia-based facilities and labor for digital animation or visual effects. Comparatively, government site <a href="http://louisianaentertainment.gov/index.php/film/why-shoot-here/incentives/" target="_blank">Louisiana Entertainment</a> offers a transferrable 30% tax credit on local expenditures and an additional 5% tax credit for the use of Louisiana labor.<br />
Other films recently shot in Louisiana include Spike Lee’s remake of <a href="http://screenrant.com/tag/oldboy/"><em>Oldboy</em></a>, <a href="http://screenrant.com/tag/hot-tub-time-machine/"><em>Hot Tub Time Machine 2</em></a> and <a href="http://screenrant.com/tag/abraham-lincoln-vampire-hunter/"><em>Abraham Lincoln: Vampire Hunter</em></a>. With the threat of the bill to cut incentives out of the way, there will hopefully be more productions heading to the state in the near future.<br />

The fifth installment of the <em>Pirates of the Caribbean</em> franchise was set for a July 10, 2015 release, but due to script and budget issues, Producer Jerry Bruckheimer said today they’ll be pushing the release back at least a year, to the summer of 2016. Walt Disney Studios sent out an update Tuesday specifying that the release date is now listed as “unset” but did not have further comment on the film’s schedule.<br />

<em>Catch Me If You Can</em> scribe Jeff Nathanson is at work on a rewrite of his initial script, but it’s still not in a place that’s workable for a March shoot, Bruckheimer told <a href="http://www.hollywoodreporter.com/news/pirates-caribbean-5-delayed-beyond-625570" target="_blank">The Hollywood Reporter</a>. ”We have an outline everyone loves but the script is not done,” he said, adding: “How do you budget an outline?”<br />

Longtime <em>Pirates</em> star Johnny Depp is set to return for the project to reprise his role as Jack Sparrow and to work with a new directing team — <a href="http://insidemovies.ew.com/2013/05/29/pirates-of-the-caribbean-5-directors/" target="_blank"><em>Kon-Tiki</em> helmers Joachim Rønning and Espen Sandberg</a>. There is no word on whether Depp’s busy schedule (he’s set to star in several upcoming films, including Disney’s<em> Into the Woods, </em>their un-dated <em>Alice in Wonderland</em> sequel, and <em>Mortdecai</em>) might exaggerate the delay even further.<br />

Producer Jerry Bruckheimer confirmed the rumors that the next installment in the franchise would be shot in Louisiana. "We're certainly going to be filming in Louisiana because of the tax breaks and I think there might be a sequence there," Bruckheimer said. He continued, "But it will also be set in the Caribbean, obviously."

Bruckheimer also spoke of the new directing duo Joachim Roenning and Espen Sandberg. He said, "Last Friday they came to Hollywood and settled in and started working on it. We're hiring production designers now and it's moving forward."
Bruckheimer recently announced that the film would start shooting at the end of the summer and the production team would try and explore exciting territory.
Plot details have not been revealed and casting has not begun for the film. Johnny Depp is expected to reprise his character Captain Jack Sparrow. However Penelope Cruz, who played Angelica Teach in 2011's "Pirates of the Caribbean: On Stranger Tides," has not confirmed or spoken about returning to the series.
Bruckheimer recently produced "The Lone Ranger" which also stars Depp. The film opened to a weak box office and scored negative reviews. Previously Bruckheimer has produced "Prince of Persia: Sands of Time," the "National Treasure" franchise," "Déjà Vu," "Black Hawk Down," and "Pearl Harbor." He was also responsible for producing the hit TV shows "CSI: NY," "Take the Money and Race," and "The Amazing Race."
Roenning and Espen directed the Academy Award nominee "Kon-Tiki" in both English and Norwegian. The Norwegian duo has also directed "Bandidas" with Cruz and Salma Hayek as well "Max Manus."
Disney is set to distribute "Pirates of the Caribbean 5" on July 2015.

NEW ORLEANS–Today, the City of New Orleans announced the upcoming
closure of several blocks in the Central Business District and Lower
Garden District for filming of the major motion picture Dawn of the
Planet of the Apes.
Beginning Saturday, May 11, the 100 and 200 blocks of South Rampart
Street, the 1000 block of Common Street, and the 1100 block of Tulane
Avenue will be closed to all vehicular and pedestrian traffic. The
street closures will remain in effect through June 24, 2013 to
accommodate filming.
In addition to the downtown street closures, parking restrictions and
street closures will be in place on 500 Orange Street, 500 Market
Street, 500 Richard Street and the 1500 to 1600 blocks of South Peters
Street through May 24 to accommodate filming in the area.
All street closures and detours will be marked by signage and
uniformed police officers will be on duty daily to assist with
efficient traffic flow.
A traffic plan with maps and alternate routes for downtown traffic can
be found at www.nola.gov/film, the home page for Film New Orleans in
the Mayor’s Office of Cultural Economy.
Film New Orleans, the City’s Traffic Engineering Division, the New
Orleans Police Department, New Orleans Fire Department and other City
agencies have worked closely with the production company to minimize
the impact to area business, residents and commuters. The production
company has done extensive outreach to businesses and property owners
in the surrounding area.
Twentieth Century Fox announced today that principal photography is
underway on Dawn of the Planet of the Apes.
Andy Serkis, celebrated for his performance in the last film, reprises
his role as Caesar. Dawn of the Planet of the Apes also stars Jason
Clarke (Zero Dark Thirty, Public Enemies, The Great Gatsby), Gary
Oldman (The Dark Knight Rises, The Harry Potter film series), Keri
Russell (The Americans, Mission Impossible III), Toby Kebbell (The

Film New Orleans assists productions with the City’s permitting

In 2012, New Orleans hosted 61 tax credit film projects (TV, films and
commercials with budgets over $300,000), with direct spending of
$669.8 million. In 2011, the City hosted 46 tax credit projects with
an estimated $544 million in direct spending.

Louisiana film industry leaders are sounding the alarm over Gov. Bobby Jindal's recently unveiled tax plan, saying it could "eviscerate" the state's TV and movie production industry. In fact, fallout from the plan's mere proposal -- which still must be voted on by legislators -- might be under way already, as projects considering shooting in-state are said to be looking elsewhere until the issue is settled, according to one industry insider.
The centerpiece of Jindal's plan would see the scrapping of the state's income and corporate tax in favor of higher and broader sales taxes -- an approach that has been greeted with some skepticism. But the part of the plan that is of particular concern to the film industry is a proposed change to the state's Motion Picture Investor Tax Credit, which has been in place in various forms since 2002 and provides money as an incentive to persuade film and television productions to shoot in Louisiana. As proposed, the Jindal plan would institute a $1 million cap on the amount of individual actors' salaries that production companies could claim as qualifying expenses when applying for tax credits through the program.
As the law exists, about one-third of in-state production expenses qualify for state-funded tax credits -- including actors' salaries -- with no ceiling on the amount a production can claim. That makes it one of the more generous among the growing number of similar plans offered by so-called location states, but in just more than a decade it has helped Louisiana become the third-busiest film and TV production hub in the nation, behind only New York and Los Angeles.
The Jindal proposal -- part of a wide-ranging plan outlined Thursday (March 14) before the House Ways and Means Committee and the Senate Revenue and Fiscal Affairs Committee -- would save the state money by reducing the amount paid out for the film program. But it would do it at the expense of the industry, one of the state's few economic bright spots over the past decade, according to Will French, the president of the Louisiana Film & Entertainment Association, a nonprofit trade group.
"If such a cap is instituted in Louisiana, it will likely result in the bankruptcy of all the major studio facilities in the state and the loss of more than 10,000 jobs," French wrote in an advisory to his group's members on Friday, a day after the unveiling of the Jindal plan.
On Monday (March 18), French expanded on his remarks, suggesting that the number of jeopardized jobs cited in his alert to members -- 10,000, and based on what he said is the state's own analysis of the industry -- is a conservative one when considering the trickle-down work that film and TV productions provide to catering companies, transportation companies, hotels and the like.
The proposed salary cap would mostly affect larger, big-studio productions with A-list stars, a half-dozen or so of which shoot in-state in any given year. But that handful of productions -- think "Django Unchained," "The Curious Case of Benjamin Button" and the forthcoming "G.I. Joe: Retaliation" and "Ender's Game" -- employ far more people than smaller, independent productions, and for much longer periods.
"We're talking about six, seven, eight films every year. The problem is that those six, seven or eight spend a tremendous amount of money," French said, adding: "What they're really not understanding is, it's more than just losing five to 10 productions a year. It's about losing 50 percent of the spending in a year."
But today (March 19), Secretary of Louisiana Economic Development Stephen Moret reiterated the Jindal administration's commitment to the film industry and predicted the changes will have "a negligible impact" on most productions. Rather, he said, the intention of the new proposal is simply to make sure the state gets the most bang for its tax-credit buck.
"We want to focus more credits on in-state activities and provide less credits for activities that have little impact on Louisiana's economy," Moret wrote in an email exchange.
He continued: "Louisiana's film program shouldn't be subsidizing the economies of other states, which is why our proposed changes will re-focus the amount of tax credits we currently have to those that promote spending in Louisiana. For expenditures that actually impact the Louisiana economy, there would be little to no effect from these changes."
Already, French said he has heard that some productions that had been eyeing a Louisiana shoot are now setting their sights on Georgia and other location states for fear that the tax benefits of shooting in Louisiana might be rendered uncompetitive by the time cameras start rolling. "We're already hearing studio heads are backing out," he said.
But, once more, Moret isn't quite as concerned, saying his office is in contact with major studios and that they continue to plan major feature film projects in Louisiana. "Any films that receive initial certification prior to year-end 2013 would not be impacted by these proposals," he said. "We will continue to work closely with the industry on potential tweaks to our proposal in order to do what is best for Louisiana's economy."
Still, one such nervous production executive is Scott Niemeyer of Gold Circle Films, a New Orleans native and LFEA officer who is in the early stages of building a full-service, Hollywood-style movie studio in Algiers. Niemeyer, whose long list of credits include 2012's "Pitch Perfect" -- and who is currently in pre-production in Baton Rouge on the film "Search Party" -- is watching what the Legislature does as closely as anyone, as any drop-off in production activity could drastically impact his planned facility.
"It will eviscerate the business," Niemeyer said Monday of the Jindal plan. "A salary cap is an absolute deal-breaker for major motion pictures. ... It renders the state of Louisiana no longer competitive with other states, particularly Georgia, which has no salary cap and no spending cap, either. If Louisiana starts capping salaries, the business will erode."
In presenting his plan to legislators, Jindal stressed that "it's not etched in stone," adding that he expected it to be adjusted after legislative debates.
French and Niemeyer's concerns with the Jindal proposal shouldn't be read as a sign of intractability from the LFEA with regard to tweaking the filmmaker tax credit program. But there's a sensible way to approach it that won't sacrifice an entire industry to fill short-term budget needs, French said.
"This is what's really frustrating about this," he said, " And let me first say: We like this governor. The film industry likes this governor. We've grown significantly on his watch. He's not an enemy, and we don't want to be an enemy, and we don't want to oppose his goals and things like that -- but there is a reasoned approach to this. There are ways we can put some controls in place that would not cripple the industry.
"There's a middle ground here that we're happy to suggest and work to implement that will help the industry continue to grow within proper fiscal limits -- but the plan as expressed so far is not!

So, What is the Louisiana Film Prize?</h2>
The Louisiana Film Prize is a short narrative film contest with one rule: You have to shoot your film in the Shreveport-Bossier area. That’s it. Post production, music and effects can all be done at home. Film in Shreveport-Bossier (and be able to prove it), and you will be eligible for the Louisiana Film Prize and, most importantly, you will be eligible to win it.<br />

Ah yes, the prize. Once you complete a rough cut of your film, you must turn it in to us by the deadline. We will then pick 20 finalists. These 20 finalists will each be given $500 and an invite to show their finished film during LA Film Prize Weekend (October 4-6). Here, they will compete for a grand prize of $50,000.<br />

If Universal seriously wants to get <i>Jurassic Park 4</i> in theaters in summer 2014, the studio has to get moving. While there’s still no director, there are rumors that the studio plans to film it in Baton Rouge, Louisiana. <br />
<a href="http://www.nola.com/movies/index.ssf/2013/03/jurassic_park_4_to_shoot_in_ba.html#incart_river" rel="nofollow">NOLA.com</a> reported on Tuesday that the director of studio operations at Raleigh Studios in Baton Rouge, Patrick Mulhearn, says that Universal has booked a space from April to November. Raleigh Studios is the same one used for Tom Cruise’s latest action film, <i>Oblivion</i>. Universal also used it for <i>Battleship</i>.<br />
“We have a great relationship with NBC/Uni and really appreciate that they trusted us with both <i>Battleship</i> and <i>Oblivion</i> in the past,” Mulhearn told NOLA. “And we are glad they are considering bringing more production work to Baton Rouge in the near future, whatever that may be. But nothing is confirmed at this point, and I guess you never really know until the office opens and they start building sets.”<br />
The site also noted that Universal filed paperwork in Louisiana to change the name of ‘Cirque Investments LLC’ (which was the name for the 2009 project <i>Cirque du Freak: The Vampire's Assistant</i>) to ‘Ebb Tide Films,’ which could be a code name for <i>JP4</i>. <br />
NBC Universal didn’t have any comment for the story, but it does sound like Universal is planning on shooting something big in the area. <br />
<i>JP4</i> is in the very early stages for a film that’s supposed to come out on <a href="http://thecelebritycafe.com/feature/2013/01/jurassic-park-4-set-june-2014-release">June 13, 2014</a>. According to <a href="http://www.slashfilm.com/rumor-jurassic-park-iv-to-shoot-in-louisiana-this-summer/#more-166080" rel="nofollow">Slash Film</a>, producer Frank Marshall recently <a href="https://twitter.com/LeDoctor/status/305047093918191616" rel="nofollow">tweeted</a> that there has still been no decision “made regarding where we are shooting.” <br />
Meanwhile, <i>JP</i> fans can enjoy the 3D-release of the original film next month. <br />

Accordingly, BSCG staff compiled and analyzed data provided by the State<br />

This document reflects not only the current state of the entertainment industry, but takes both a historical look to show how far Louisiana has come, and a forward view to highlight growth opportunities. The economic impact data and analysis contained in the following pages are not intended as a thorough economic assessment of the state’s entire entertainment industry, merely of activity associated with the incentives. <br />

Key Trends<br />
National trends in the motion picture industry are not entirely reflected in Louisiana, which presents something of a positive anomaly. While wages and production numbers shrank nationally, Louisiana saw overall increases since the previous impact analysis.<br />
(The last analysis, covering 2005-2007, was released in 2009 and will hereafter be referred to as either "the previous analysis" or "the 2009 analysis.") <br />
The digital media and sound recording industries have continued to grow since the previous impact analysis was completed. Sound has grown relatively slowly, while the digital interactive media sector is beginning to take hold with an increasing and diversifying demand and market for these products. Digital interactive has also now gone beyond the primary focus of video games. <br />
As the newest sector for Louisiana’s entertainment industry development efforts, live performance represents the least developed industry, although interest in the program is growing, and the credits for infrastructure have been the basis for almost $100 million in investment. <br />
<br />
Motion Picture Industry<br />
Louisiana’s flagship incentive program has been a catalyst for substantial film production growth statewide. This increase is reflected in four key areas:<br />
1) number of certified productions (i.e. films/TV series etc. being shot in Louisiana),<br />
2) percentage of overall budgets spent in Louisiana,<br />
3) dollars spent in Louisiana (aka in-state "spend") and<br />
4) wages.<br />
Only 200 productions qualified for tax credits in the six year period between 2002 and 2007, representing an average of about 33 per year. This increased to 275 productions in the three year period 2008-2010, an average of about 92 productions per year.<br />
This represents an increase of 175 percent in the annual volume of films being produced in Louisiana. <br />
Likewise, the proportion of total film production budgets spent in Louisiana has also increased significantly, from 34 percent in 2006 to 64-80 percent in 2010. In 2006 when the law changed to specify that only in-state spending would qualify for tax credits, productions spent approximately 34 percent of their budgets on in-state goods and services. By year-end 2010, that number is estimated to have hit 64 percent, indicating a widespread proliferation of Louisiana-based businesses servicing the industry. When the total spending is adjusted to eliminate mega-productions which tend to import more crew and vendors into Louisiana, and focuses on Louisiana projects budgeted at $20 million or less (90 percent of all film projects in the state), which use more Louisiana goods and services, the in-state spend average climbs even higher, to about 80 percent. <br />
This shift in spending is significant because it reflects the growing maturity of the film industry in Louisiana. For example, services that once had to be performed in Los Angeles can now be secured in Shreveport, and jobs that were once found only in Burbank, CA are now based in New Orleans. Thus the brain drain is slowly being reversed in this sector, with Louisiana natives and their families returning to the Pelican State.<br />

Although the U.S. Bureau of Labor Statistics does not have industry employment data for 2008-2010, data from IATSE Local 478, the film industry’s predominant trade union, demonstrates that Louisiana membership has grown from 776 in 2008 to more than 850 in 2010. An additional 200 professionals now work in other associated trades. Louisiana
may be the greatest actor among the 50 United States. In countless films and
television shows, the state has portrayed Texas, New Mexico, and Colorado, the
jungles of South America, London, and even Los Angeles.<br /><br />Current and
upcoming feature films shooting in the state include Quentin Tarantino's "Django
Unchained," the sci-fi adaptation "Ender's Game," and Dito Montiel's "Empire
State," a heist flick set in New York City.<br /><br />"Historically, Louisiana has
had a film industry," said Chris Stelly, executive director of <a href="http://mycastingfile.us5.list-manage.com/track/click?u=2f316553838de90fd4085a94a&id=f70cf90e7a&e=0c54422745" style="color: #336699; font-weight: normal; text-decoration: underline;" target="_blank">Louisiana Entertainment</a>, a division of the office of economic
development. But he estimated that the business attracted only two or three
projects a year prior to 2002, generating about $10 million in revenue for the
state.<br /><br />Since becoming a pioneer a decade ago by establishing tax credits
for film and television productions, though, business has been booming in
Louisiana. Seventy-nine applications were submitted for the tax incentive
program in 2007, according to Stelly. Five years later, that number has nearly
doubled, with more than 150 applications in 2011 (the last year such numbers
were available). Stelly also said that for every dollar invested in the program
by the state, about $5.51 is returned to the local economy.<br /><br />The film
industry paid approximately $117 million to Louisiana actors and production crew
members in 2010. Stelly could not provide the specific number of actors and crew
hired each year and said that payroll data for 2011 is incomplete but estimates
it to be between $150 and $200 million. He said that today, Louisiana ranks
behind only New York and Los Angeles as the country's production
hubs.<br /><br />The last decade of rapid development has also included investing in
the industry's infrastructure. Soundstages, animation studios, and
postproduction facilities have opened in several cities across the state,
supporting local businesses and creating a sustainable economy that is less
dependent on out-of-state resources. Many schools across the region are
responding to these new employment opportunities by adding acting and film
production to their curriculums.<br /><br />As TV series such as A&E's "Breakout
Kings" and USA's "Common Law" move to Louisiana, they bring more long-lasting
opportunities with them. Casting director Ryan Glorioso said that a show like
HBO's "<a href="http://mycastingfile.us5.list-manage.com/track/click?u=2f316553838de90fd4085a94a&id=0b3b19a1d7&e=0c54422745" style="color: #336699; font-weight: normal; text-decoration: underline;" target="_blank"> Treme</a>," which depicts life in post-Katrina New Orleans, has
an even greater impact because it employs local artists and prompts viewers to
visit the city.<br /><br />Glorioso, who has worked with local actors since 2005,
said that he has seen a "tremendous amount of growth" in the past five years. <a href="http://mycastingfile.us5.list-manage.com/track/click?u=2f316553838de90fd4085a94a&id=daa2fea9d9&e=0c54422745" style="color: #336699; font-weight: normal; text-decoration: underline;" target="_blank">Glorioso Casting</a> now casts extras and principal roles in New
Orleans and Shreveport, for such films as the upcoming Will Ferrell-Zach
Galifianakis comedy "The Campaign" and the 2011 remake of "Straw Dogs." Because
it's a local company, producers also receive an extra tax incentive for using
Glorioso's services.<br /><br />And even though Hurricane Katrina was devastating to
the entire Gulf Coast region in 2005 and for years later, it had an unexpected
benefit to the local film industry by forcing productions to move inland, where
studios added new locations to their maps. Cities such as Shreveport, Baton
Rouge, and Lafayette have since shared the load by hosting such productions as
"The Twilight Saga: Breaking Dawn," "Drive Angry," and "G.I. Joe:
Retaliation."<br /><br />News has been good as well for the region's steadily
increasing number of union members. A SAG-AFTRA local chapter has recently been
established in New Orleans. The new local is shared with Mississippi and is a
direct result of the union merger, according to SAG-AFTRA South Region Executive
Jason Tomlinson. His New Orleans-based position was created in
2007.<br /><br />Tomlinson and Glorioso both said that they know many actors who
have recently relocated from the coasts. "A lot of actors, especially newer
actors, feel like they have to live in Los Angeles or New York in order to
work," Glorioso said. "I had an actress in a class that I was teaching who lives
in Tupelo, Mississippi, and she works all the time. She said, 'I never thought
when I was in college that I'd be able to live in my hometown and be a working
actor.' "<br /><br />In addition to the star-studded "Django Unchained" and "Ender's

For generations <a href="http://www.forbes.com/places/la/new-orleans/">New Orleans</a>‘ appeal to
artists, musicians and writers did little to dispel the city’s image as a poor,
albeit fun-loving, bohemian tourism haven. As was made all too evident by
Katrina, the city was plagued by enormous class and racial divisions, corruption
and some of the lowest average wages in the country.</div>

Yet recently, the Big Easy and the state of
Louisiana have managed to turn the region’s creative energy into something of an
economic driver. Aided by generous production incentives, the state has enjoyed
among the biggest increases in new film production anywhere in the nation. At a
time when production nationally has been down, the number of TV and film
productions shot in Louisiana tripled from 33 per year in 2002-2007 to an
average of 92 annually in 2008-2010, according to a study by BaxStarr
Consulting. Movies starring Leonardo DiCaprio, Morgan Freeman, Harrison Ford are
being <a href="http://articles.latimes.com/2012/feb/04/business/la-fi-ct-louisiana-production-20120204">made
in the state this year</a>.</div>

Of course many states and cities have thrown
money at the film industry, hoping to establish themselves as cultural centers.
Texas, Georgia, British <a href="http://www.forbes.com/places/sc/columbia/">Columbia</a>, Toronto and
Michigan all wagered millions in tax dollars to lure producers away from
Hollywood and the industry’s secondary hub of <a href="http://www.forbes.com/places/ny/new-york/">New York</a>. There were 279
movies shot in New York State in 2009 and 2010. For all its gains, Louisiana
still trails far behind the Empire State with 95 film productions in that
period.</div>

Yet New Orleans and Louisiana possess unique
assets which make its challenge far more serious than that of other places. A <a href="http://www.forbes.com/places/mi/detroit/">Detroit</a>, <a href="http://www.forbes.com/places/ga/atlanta/">Atlanta</a> or Dallas might be a
convenient and cost-efficient place to make a film or television show, but they
lack the essential cultural richness that can lure creative people to stay. The
Big Easy is attracting that type, plus post-production startups, and animation
and videogame outfits, giving a broader foundation to the nascent local
entertainment industry.</div>

“This is different,” notes Los Angeles native and
longtime Hollywood costumer Wingate Jones, who started <a href="http://sccnola.com/">Southern Costume Co.</a> last year to cash in on the
growth in production in the state. “It’s the combination of the food and the
culture that appeals to people. It must have been a lot like what Hollywood was
like in the ’20s and ’30s. It’s entrepreneurial and growing like mad.”</div>

Critically, Jones adds, Louisiana’s unique culture comes without the fancy
New York or Malibu price tag. This is a place where small roadside cafes serve
up bowls of gumbo, crayfish and shrimp that would cost three to five times as
much in New York, the Bay Area or Los Angeles. Excellent music — from rap to
jazz to blues and gospel — can be found simply by walking into a bar and paying
the price of a couple of beers. And then there are housing costs, roughly half
as high, adjusted for income, than the big media centers.<br />

This mixture of affordability and culture is
attracting young people — the raw material of the creative economy — as well as
industry veterans like Jones. In 2011, we examined migration patterns of the
college-educated and found, to our surprise, that <a href="http://www.forbes.com/2011/02/10/smart-cities-new-orleans-austin-contributors-joel-kotkin.html">New
Orleans was the country’s leading brain magnet</a>. New Orleans was growing its
educated base, on a per capita basis, at a far faster rate than much-ballyhooed,
self-celebrated places like New York or San Francisco. In fact, its most intense
competition was coming from other Southern cities such as Raleigh, Austin and
Nashville, the last two of which also share a strong, and unique, regional
culture.</div>

Another sure sign of the city’s growing appeal
has been a torrent of applications to Tulane University, the city’s premier
institution of higher education. In 2010 <a href="http://www.nola.com/education/index.ssf/2010/10/tulane_university_gets_record.html">the
school received 44,000 applications</a>, more than any other private university
in the country. The largest group, more than even those from Louisiana, came
from California, with New York and Texas not far behind.</div>

Increasingly, the Big Easy merits comparison not only to the Hollywood of the
1920s but also Greenwich Village of the ’50s, Haight-Ashbury in the ’60s and
“grunge” Seattle in the mid-’80s. These, too, were once appealing places that
were less expensive, less predictable and more open to cultural outsiders. Now
they’re increasingly too pricey and yuppified for creative people bereft of
large trust funds.<br />

Ironically, Katrina provided the critical spark for this transformation. It
devastated the torpid, corrupt political and business culture that viewed the
arts as quaint and fit only as a selling point for tourists. In its place came
more business-minded administrations in New Orleans and in Baton Rouge, the
state capital. In both places, economic developers seized on motion pictures,
television, commercials and videogames as potential growth industries that fit
well with the state’s expanding appeal to this generation’s creators.<br />

Those now building entertainment businesses in
Louisiana see the state’s business climate and cultural heritage as key assets.
David Hague manages the New Orleans studio of Paris-based <a href="http://www.forbes.com/sites/joelkotkin/2012/04/20/as-filmmaking-surges-new-orleans-becoming-serious-challenger-to-l-a/2/www.gameloft.com">Gameloft</a>. When it was opening in 2011 with plans to
hire 20 in its first year, he says it received a blizzard of 2,500 applications.
Hague thinks the city has basic appeal for young creative people.</div>

“Everywhere you look there is something inspiring either architecturally or
historically; not to mention a thriving arts community,” he says. “When you
combine all these aspects and project them forward you have the foundation to
build a critical mass of employers in the industry that will keep the area
competitive long term.”<br />

The growth of games companies, special effects
and other post-production houses may be even more important for Louisiana’s
long-term cultural ascendency than the surge in filming. Electronic Arts, for
example, recently opened a $28.2 million testing facilities in Baton Rouge, an
hour north of the Big Easy. <a href="http://www.moonbotstudios.com/">Moonbot
Studios</a>, which got started in 2009 in the northern Louisiana city of
Shreveport, just won an Academy Award for its short animated feature “The
Fantastic Flying Books Of Mr. Morris Lessmore,” and appears to be on the verge
of becoming a powerhouse in all fields of digital animation.</div>

</aside>These companies have the potential to give the state a long-term competitive
edge. After all, generous tax breaks, like those now offered by Louisiana, can
be offered elsewhere; over the past few decades, Toronto, Montreal, Vancouver,
Georgia, Michigan, Texas and New Mexico have all targeted producers looking to
save a buck or two. But while incentives can get film people from Los Angeles,
where I live, or in the Bay Area or New York to trudge out to work for a bit in
Toronto, Pittsburgh or Dallas, few ever think about settling in these places. In
the end, they return to Hollywood, and New York, because a critical mass of
writers, actors and technicians have congregated and enjoy being there.<br />
<br />
Louisiana has a chance to change that dynamic. The rise of support businesses
— post-production, animation houses and costumers – gives it the possibility of
building a major new entertainment center. With its history, Louisiana offers
more than just money and lavish praise for creators. It boasts a vibrant culture
that that is not imitative of other regions or dependent on government; it is
intrinsic to the place, and reflects a longstanding tradition that goes back
centuries.<br />

The rise of the local film industry has enabled the return of some creative
former Louisianans who had been forced to ply their skills elsewhere. New
Orleans native Huck Wirtz opened his Bayou FX post-production house in November
2010 after 17 years in the Golden State. “When I left here there was no industry
to speak of,” notes Wirtz, a veteran of George Lucas’ Industrial Light and
Magic. “We always had artists but they didn’t make much money. Now Louisiana
culture is becoming an industry. People see the opportunity here to make this

The much-nominated <i><a href="http://content.usatoday.com/topics/topic/The+Curious+Case+of+Benjamin+Button" title="More news, photos about The Curious Case of Benjamin Button">The Curious Case of Benjamin Button</a></i> was shot in New Orleans in 2008, and <i>Breaking Dawn</i>, the fourth installment in the hugely successful <i>Twilight</i> series, films this year in Baton Rouge.</div><br />
<div class="inside-copy">In 2009, 60 films and TV shows shot in Louisiana. By mid-2010, 85 productions have already signed on, Stelly says: "We're well on our way to having a record-breaking year."</div><br />
<div class="inside-copy"><b>New Orleans as Anytown, USA </b></div><br />
<div class="inside-copy">The boom is most visible around New Orleans. In 2009, 22 movies and TV shows filmed there. Records have already been broken in 2010; by July, 24 projects had shot there.</div><br />
<div class="inside-copy">"We're way ahead of the curve in the New Orleans region," says Katie Gunnell, interim director of the city's Office of Film and Television. "The city has seen an incredible bump in applications for 2011 as well."</div><br />
<div class="inside-copy">Across the state, work is consistent and year-round, despite hurricane season and blazing summer temperatures. "We've maintained 20 to 25 productions at any given time during the year," Stelly says. "We've doubled for New York City, Los Angeles, the Northwest, basically Anytown, USA."</div><br />
<div class="inside-copy">Those who have shot there point to several factors contributing to the region's appeal: diversity of scenery, financial incentives and proficient crews.</div><br />
<div class="inside-copy">"You can get an 1800s look, you can get a Parisian look," says Todd Lewis, producer of <i>The Chaperone</i>. "You can get suburbs, you can get the country. It's got a little bit of everything." His movie, out next year, is one of several Louisiana-based films funded by <a href="http://content.usatoday.com/topics/topic/Organizations/Sports+Leagues/World+Wrestling+Entertainment" title="More news, photos about World Wrestling Entertainment">World Wrestling Entertainment</a> and featuring wrestling stars, in this case Paul "<a href="http://content.usatoday.com/topics/topic/Triple+H" title="More news, photos about Triple H">Triple H</a>" Levesque.</div><br />
<div class="inside-copy">Director <a href="http://content.usatoday.com/topics/topic/Rod+Lurie" title="More news, photos about Rod Lurie">Rod Lurie</a> was looking to duplicate rural Mississippi in <i><a href="http://content.usatoday.com/topics/topic/Straw+Dogs" title="More news, photos about Straw Dogs">Straw Dogs</a></i>, a remake of the 1971 classic coming out next year. He did so in and around Shreveport. "They really do have it all there," he says. "You can go anywhere from swamps to beautiful rivers to cities to football stadiums. We were able to shoot the entire film within a 10-mile radius."</div><br />
<div class="inside-copy"><i>Jonah Hex</i>, the supernatural action thriller in theaters earlier this summer, used New Orleans to double for the Old West.</div><br />
<div class="inside-copy">Though producer Andrew Lazar initially had reservations about shooting a Western in Louisiana, his concerns disappeared when he considered the obvious. "The French Quarter hasn't changed much over the years, so you don't need a lot of set dressing," Lazar says. "We just put some dirt on the road and we were back in the 1870s."</div><br />
<div class="inside-copy">Says Lussier: "New Orleans has so many looks. You can get a European look, and it also has an unmistakable feeling of the American frontier. It's such an amazing city unto itself. Why not take advantage of it?"</div><br />
<div class="inside-copy">Filmmakers say it's hard to go wrong with scenery like this.</div><br />
<div class="inside-copy">"Wherever you point the camera, you have a beautiful and picturesque set design," says Daniel Stamm, director of <i>The Last Exorcism</i>. "And the atmosphere does something for the actors. It's so old world. We shot at a plantation, and the smell and the sounds of the floorboards did something to the atmosphere that's tangible, that you wouldn't get in L.A. on a soundstage."</div><br />
<div class="inside-copy">Stamm's horror movie was enhanced by the surprise appearance of a toothy visitor.</div><br />
<div class="inside-copy">"We were shooting in the Ninth Ward (an area in New Orleans hard-hit by Katrina), and you could still see the waterline in this old plantation," Stamm says. "One day, we couldn't shoot for three hours because an alligator had crawled on set. That does something to the team, something you can't fake."</div><br />
<div class="inside-copy"><b>Tax incentives best in USA </b></div><br />
<div class="inside-copy">The hauntingly creative vibe may be palpable, but the bottom line is equally alluring.</div><br />
<div class="inside-copy">The state offers the most competitive economic and tax incentives of any in the country. A system of financial perks was enacted after Hurricane Katrina destroyed $81 billion in property and killed 1,836 people in 2005.</div><br />
<div class="inside-copy">"We approached it like a business, and it keeps (filmmakers) coming back, based on our reliability and stability," Stelly says. "For every dollar you spend in the state, we'll give you 30% back (in rebates). And we give you an additional 5% for hiring Louisiana residents on productions."</div><br />
<div class="inside-copy">Tax incentives can be sold as credits or used to offset personal or corporate income tax, he says.</div><br />
<div class="inside-copy">"As things get more expensive, you have to go wherever you get the budget relief," Lussier notes. "You can no longer use <a href="http://content.usatoday.com/topics/topic/Mulholland+Drive" title="More news, photos about Mulholland Drive">Mulholland Drive</a> for your backwoods road movie."</div><br />
<div class="inside-copy">There is also the sense among filmmakers that they are helping an area that sorely needs a hand in bouncing back from one of the worst natural disasters in history.</div><br />
<div class="inside-copy">"Louisiana has been through so much, and I'm glad to be able to make a film there," says <a href="http://content.usatoday.com/topics/topic/People/Celebrities/Actors,+Agents/Nicole+Kidman" title="More news, photos about Nicole Kidman">Nicole Kidman</a>, who is shooting the 2011 film <i>Trespass</i> in Shreveport this summer with Nicolas Cage.</div><br />
<div class="inside-copy">"The economy desperately needs the film business," Lurie says. "And it's fantastic watching people get employed. We hired a thousand people to be extras and put a couple of hundred bucks in their pockets, and that's helpful to the economy. The film commission is among the most proactive I've ever seen."</div><br />
<div class="inside-copy">Between that obliging spirit and the financial incentives, Lurie says, "It doesn't pay to make movies in Los Angeles anymore. You can save too much money by going out of town."</div><br />
<div class="inside-copy"><b>Crews with skill, enthusiasm </b></div><br />
<div class="inside-copy">Shooting movies outside Hollywood is certainly not new. But the more common scenario is to shoot segments in distant cities and use Hollywood studios as a base. As more films are shot in Louisiana, the ancillary businesses and infrastructure associated with the industry — post-production centers and soundstages — are also increasingly cropping up.</div><br />
<div class="inside-copy">Every Hollywood-based filmmaker interviewed spoke glowingly of the local production personnel and regional actors.</div><br />
<div class="inside-copy">"Because of all that's being shot there, local crews get better and better," says Ken Zunder, cinematographer for <i>The Chaperone</i>. "You get a lot of crews that are very savvy here. It's not like going to, say, Detroit."</div><br />
<div class="inside-copy">The combination of skill and energy is something particularly appreciated by those coming from Hollywood.</div><br />
<div class="inside-copy">"In L.A., everyone is exhausted by the film business, with all the noise and shooting at night," Stamm says. "Down there, everyone is not jaded. There is still an enthusiasm about the whole thing."</div><br />
<div class="inside-copy">So much enthusiasm, in fact, that some Los Angeles residents have moved south with the jobs.</div><br />
<div class="inside-copy">Producer Joshua Throne made several films in the state, the latest being <i>The Expendables</i>. He has homes in both Louisiana and Los Angeles. Throne's next project is <i>The Technician</i>, co-starring <a href="http://content.usatoday.com/topics/topic/People/Celebrities/Actors,+Agents/Kevin+Bacon" title="More news, photos about Kevin Bacon">Kevin Bacon</a> and <a href="http://content.usatoday.com/topics/topic/People/Celebrities/Actors,+Agents/Kurt+Russell" title="More news, photos about Kurt Russell">Kurt Russell</a>, which will shoot in Louisiana in January.</div><br />
<div class="inside-copy">"There's such a zest for life here," he says. "There's lots of good food, good people, wonderful history, and it still has the Southern charm."</div><br />
<div class="inside-copy">Lewis and his wife also have made the move to New Orleans. "I love L.A., I really do," he says. "And I'm sorry that productions are running away from L.A., but this is a really easy and cost-efficient place to make movies."</div><br />
<div class="inside-copy">Ed Borasch Jr., a property master, moved from Southern California. "I have to go where the work is," he says. "It's just so much nicer and quieter here, and the traffic's not as crazy, and the people are super friendly. You feel like you're welcomed here. I lived in Los Angeles for 15 years, and that was a great run for me, but the work dried up, and now my time is here." Meanwhile, he's gotten married, had a baby and laid down roots.</div><br />
<div class="inside-copy"><b>'A sexy city' </b></div><br />
<div class="inside-copy">Some stars have bought homes in New Orleans in recent years, including <a href="http://content.usatoday.com/topics/topic/People/Celebrities/Actors,+Agents/Brad+Pitt" title="More news, photos about Brad Pitt">Brad Pitt</a>, <a href="http://content.usatoday.com/topics/topic/People/Celebrities/Actors,+Agents/Sandra+Bullock" title="More news, photos about Sandra Bullock">Sandra Bullock</a> and Cage, who has shot several movies there.</div><br />
<div class="inside-copy">Actress <a href="http://content.usatoday.com/topics/topic/Annabeth+Gish" title="More news, photos about Annabeth Gish">Annabeth Gish</a> shot two films in New Orleans this summer. <div class="inside-copy">"So much is happening in New Orleans," says Gish, who's married to stunt coordinator Wade Allen. "It's been a long time since I or my husband shot in Los Angeles. You'd think with Arnold (Schwarzenegger) as our governor, we'd be bringing movies back to L.A.</div><br />
<div class="inside-copy">"But one of the great things about coming here on location is you feel like you're paying back the debt the country owes by being here and feeding the economy. And it's a character in its own right, so saturated with culture and flavor. It's a sexy city with so much history — a little hot, though."</div><br />
<div class="inside-copy">Hollywood types are never shy about complaining, but except for occasional remarks about the searing summer heat, no one has a negative thing to say about the southward migration. "The love affair is on," Lussier says. "When filming starts going to a place, there's a real excitement. You can feel that, and it can be very productive for both sides."</div><br />
<div class="inside-copy">Ties between Canada and Hollywood grew frayed as resentment mounted over film crews taking up so much space in cities like Vancouver and Toronto. Will Hollywood and Louisiana maintain a lasting romance?</div><br />
<div class="inside-copy">"It'll be interesting to see if seven or eight years down the road, people get tired of road closures and the novelty of having movies come to their town," says Lussier. "For now, it's great. German visual effects company Pixomondo will open a Baton Rouge studio at Celtic Media Centre in May, company officials and Gov. Bobby Jindal announced this afternoon. The studio is expected to create 75 new direct jobs in film, TV and commercial production work. It will be 12th international studio for Pixomondo, which won an Oscar Sunday night for its work in Hugo. Pixomondo will occupy more than 6,000 square feet at Celtic Media Centre and make an initial capital investment of $1.2 million. The jobs it creates will have average annual salaries of $65,000, plus benefits, and the studio expects to be fully employed by the end of its second year in operation. The state began working with Pixomondo six months ago to gauge the company's interest in establishing a studio that could partner with major movie and TV productions in Baton Rouge and greater Louisiana. The Baton Rouge studio will work with Pixomondo's international locations on major projects that require around-the-clock production across different time zones. Project work will include visual effects for corporate campaigns as well as film and TV productions. Pixomondo is expected to use Louisiana's digital media and film production tax credits, as well as Louisiana Economic Development's FastStart workforce development program.<br />
